Sellick Partnership has been engaged to recruit a Strategic Procurement Lead to work within our clients Procurement Department and matrix-managed Team to support the procurement of a major new ERP - Finance & HROD system and associated services. The successful candidate will: - Deliver a comprehensive procurement strategy for the programme; - Deliver all procurement documentation needed to ensure that the agreed programme is delivered within defined time and cost parameters - Contribute to the Benefits Realisation strategy for the programme; - Guide the ERP Programme team through the procurement process, ensuring that all members of the evaluation panel are aware of and discharge their responsibilities in compliance with all relevant legislation; - Deliver the Procurement Risk Register; developing, maintaining and updating it as required. Skills and Experience: a. Essential: Extensive public sector procurement experience in the ICT category with a track record of management of complex ICT procurement project including successful completion of a recent end-to-end procurement of an ERP FI&HR system on time, within budget for a large organisation. Thorough knowledge and experience of the procurement procedures available under the Public Contract Regulations 2015 and specifically the Competitive Procedure with Negotiation route.b. Desirable: CIPS level 5 qualification although extensive relevant experience in procurement would be considered. Experience of an appropriate project management methodology for the procurement element of a complex ICT project. Negotiation skills and experience of the application of negotiation to achieve desired outcomes in the context of complex ICT technical and financial & HROD management programmes.Duration: Initial 6 months with likely extension to 1 year, commencing in September 2022. Pay Rate - c£550 - £600 per day inside IR35 (there may be some negotiation) Working pattern: Mon-Fri, c40 hours/week. The successful applicant will have prior experience of leading a similar IT Procurement programme, within a large public sector client. The successful candidate will need to demonstrate a good understanding of strategic, commercial and operational activities and have a proven track record of influencing and working with stakeholders to deliver objectives. You will have sound judgment, tact, credibility, diplomacy and the ability to influence without dictating and challenge where necessary at all levels within a public sector organisation.
