Working on behalf of a Local Authority, Aatom Recruitment has an opportunity for Principal Development Manager on a permanent basis.

Job Purpose:

Job Specific Accountabilities:

  • Manage acquisitions & disposals, area and service reviews to drive opportunities for redundant, surplus or underperforming property assets
  • Ensure technically complex and/or high-profile schemes comply with Council policies, procedures and relevant legislation
  • Report and document asset disposals and use expert knowledge to inform decision making
  • Ensure appropriate due diligence and reporting on acquisitions and disposals
  • Promote change of use of Council land & buildings through the Local Plan process
  • Manage delivery of schemes that meet the Council's corporate objectives
  • Identify opportunities across corporate departments and provide pre-contract property advice including: capital development programme reports, initiating new projects to satisfy occupier needs or enhance asset performance, carrying out financial appraisals, advising on development briefs, planning matters and applications, marketing of properties including grant of development leases, preparing valuation appraisals and evaluating procurement & delivery options, development finance and funding options. Where appropriate advice on Landlord & Tenant negotiations
  • Maintain regular capital programme reports, highlighting progress, risks & outcomes. Identify and escalate any budget risks
  • Lead projects, prepare project scope and targets and produce feasibility studies to support a business case for service needs or opportunities
  • Provide effective management of programmes and development schemes ensuring co-ordination of resources, key dependencies and risk management strategies
  • Procure and manage external professional services/teams and prepare briefs, instruct project management teams and ensure value for money and high-quality services
  • Identify and recommend the sale of specific investment properties, in line with SAMP strategy, performance and market pricing
  • Any other duties reasonably requested by management

Knowledge, Qualifications and Experience:

  • Member or Fellow of The Royal Institution of Chartered Surveyors (MRICS or FRICS) and have several years post qualification experience
  • Hold a relevant property related degree (RICS Approved) or equivalent professional property qualification
  • Hold a clean driving license and have access to a vehicle to make site visits, or you will need to put in place suitable alternative travel arrangements (e.g. bicycle)
  • Previous local government and/or private sector experience across a diverse commercial or mixed-use property portfolio, working with a variety of client groups and able to demonstrate an understanding of the challenges and opportunities facing local government in relation to asset management
  • Working knowledge of IT systems, including MS Office, appraisal programmes, data bases & relevant software
  • Knowledge and understanding of relevant legislation (e.g. Local Government Act and Landlord & Tenant Act)
  • Evidence high levels of customer service and satisfaction
  • Experience of successfully managing performance and providing clear constructive feedback
  • Experience of successfully implementing plans and projects to time and budget
  • Demonstrates a good understanding of the political structure and role of elected members
  • Ability to engage, coach and motivate teams and set clear targets and expectations
  • Ability to work collaboratively both with own service and across other services
  • Experience in negotiating development agreements, joint venture agreements, Heads of Terms for property acquisitions and disposals, instructing and monitoring external agents to acquire or dispose of surplus land and property assets, compulsory purchase. Sound commercial and financial acumen
  • Previous asset/estate management experience in commercial/public sector surveying including, valuations, acquisitions, disposals and regeneration projects
